The Kremlin said on September 28 that arms-control talks between Russia and the United States should already have resumed and would require lengthy expert negotiations. Spokesman Dmitry Peskov also said China had repeatedly made clear it would not participate in proposed trilateral U.S.-Russia-China arms-control negotiations. Russia has sought improved ties with Washington, but Ukraine-related disagreements continue to obstruct a broader reset. No new arms-control negotiation was announced.
